Some of the steps taken towards this goal have been a crackdown on corruption, the selling of nationally owned industries, major land reforms and an overall liberalization of laws pertaining to foreign investment. Since the early 1970¡¯s, tourism has been recognized as a key component of Mexico¡¯s international trade and is currently the country¡¯s second largest source of foreign capital. 1970 ³â´ë ÃʹÝ, °ü±¤, ¸ß½ÃÄÚÀÇ ±¹Á¦ ¹«¿ªÀÇ ÇÙ½É ¿ä¼Ò·Î ÀνĵǾúÀ¸¸ç ÀÌÈÄ µÎ ¹øÂ°·Î Å« ³ª¶ó´Â ÇöÀç ¿Ü±¹ ÀÚº»ÀÇ ¿øÃµÀÔ´Ï´Ù. Being a renewable resource and clean industry, tourism has been designated a top priority by the Mexican government as it has created more jobs, prompted modernization and most importantly, has attracted foreign capital. ·Î ´õ ¸¹Àº ÀÏÀÚ¸®¸¦ âÃâÇϰíÀÖ´Ù´Â Àç»ý °¡´ÉÇÑ ÀÚ¿ø°ú û¼Ò ¾÷°èµµ, °ü±¤, ¸ß½ÃÄÚ Á¤ºÎ¿¡ ÀÇÇØ ÃÖ¿ì¼± °úÁ¦·Î ÁöÁ¤µÇ¾îÀÖ´Ù ±Ù´ëÈ­¿Í °¡Àå Áß¿äÇÑ °ÍÀº, ¿Ü±¹ ÀÚº»À» À¯Ä¡ÇϰíÀÖ´ÙÇ϶ó´Â ¸Þ½ÃÁö°¡ ³ªÅ¸³³´Ï´Ù.

Baja California Sur, with over 3,200 kilometers of coastline and it¡¯s close proximity to the western United States and Canada, has been recognized and targeted by the Mexican Government as the tourism state of the future. ¹ÙÇÏ Ä¶¸®Æ÷´Ï¾Æ ¿Ü°ú, ÇØ¾È¼±ÀÇ 3,200ų·Î¹ÌÅÍ¿Í ¹Ì±¹ ¼­ºÎ¿Í ij³ª´Ù·ÎÀÇ ±ÙÁ¢ ÀνĵǾúÀ¸¸ç Ÿ°ÙÀº ¹Ì·¡ÀÇ °ü±¤ ±¹°¡·Î¼­ ¸ß½ÃÄÚ Á¤ºÎ¿¡ ÀÇÇØ.

Fonatur (Mexico¡¯s National Tourism Trust for Development Agency) is an arm of the government created exclusively for the promotion, development and financing of resort destinations and has been largely responsible for the most recent successful tourist developments in Mexico. Fonatur (¸ß½ÃÄÚ ±¹¸³ °ü±¤ ¹Ï¾î °³¹ß±â±¸¿¡ ´ëÇÑ) Á¤ºÎÀÇ ÆÈÀ» µ¶Á¡ÀûÀ¸·Î ½ÂÁø, °³¹ß ¹× ¸®Á¶Æ®ÀÇ ÀÚ±Ý Á¶´ÞÀ» À§ÇØ ¸¸µç ÁÖ·Î ¸ß½ÃÄÚ¿¡¼­ °¡Àå ÃÖ±ÙÀÇ ¼º°øÀûÀÎ °ü±¤ °³¹ßÀ» ´ã´çÇϰíÀÖ´Ù.

Major resort areas supported by Fonatur include Cancun and Cozumel on the East coast, Ixtapa and Huatulco on the Pacific coast and Los Cabos and Loreto on the Sea of Cortez. Los Cabos is a prime example of the southern Baja boom. ·Î½º Ä« º¸½º ³²ºÎ ¹ÙÇÏ ºÕÀÇ ´ëÇ¥ÀûÀÎ »ç·ÊÀÌ´Ù. In the early 1970¡¯s, it was little more than two fishing villages with a combined population of less than 20,000 residents. La Paz, the state capital and an important port with a population of 150,000, has been designated the future center for nautical tourism in the Sea of Cortez. In the Loreto area, Fonatur has provided the necessary infrastructure, including an international airport and hotels, to kick-start tourist development. At the time of the Spanish incursion into the Baja, there were three very well defined Indian tribes living there. ¹ÙÇÏ·Î ½ºÆäÀÎÀÇ Ä§·«ÀÇ ´ç½Ã¿¡´Â ¸Å¿ì Àß Á¤ÀÇµÈ ¼¼ Àεð¾ð ºÎÁ·ÀÌ »ì°í ÀÖ¾ú´Ù. The Pericues, in the middle Lower Peninsula, the Guayacuras in the extreme south, and the Cochimies in the north. ÀÌ Pericues, Áß°£¿¡ ³»·Á ¹Ýµµ, ±Ø´Ü Guayacuras ³²Âʰú ºÏÂÊ¿¡ÀÖ´Â Cochimies. It has been established that the Cochimies came from the north, however, anthropologists have found that the other two groups were not similar to either continental or northern Indians. ±× ºÏÂÊ¿¡¼­ ¿Â Cochimies ±×·¯³ª, ÀηùÇÐ ¹ß°ßÀº ´Ù¸¥ µÎ ±×·ì Áß Çϳª¿Í À¯»çÇѵÇÁö ¾ÊÀº Àεµ ºÏºÎ ´ë·ú ¶Ç´Â ¼³¸³µÇ¾ú½À´Ï´Ù. These two groups are, however, similar to Pacific island inhabitants, leading some experts to speculate that their ancestors came from a Pacific island center. For many scientists, the Sea of Cortez is one of the most interesting bodies of water on earth. ¸¹Àº °úÇÐÀÚ µé¾î, ÄÚ¸£Å×ÁîÀÇ ÇÑ ¹Ù´Ù´Â Áö±¸»ó¿¡¼­ °¡Àå Èï¹Ì·Î¿î ¹°ÀÇ ½Ãü Áß ÇϳªÀÔ´Ï´Ù. At 800 miles long, Baja is one of the longest peninsulas in the world, exceeded only by the Malay, Antarctic, and Kamchatka peninsulas. ¿À·¡ ÆÈ¹é¸¶ÀÏ, ¹ÙÇÏ ¹ÝµµÀÇ Çϳª´Â ¼¼°è¿¡¼­ °¡Àå ±ä, ¸»·¹ À̾î, ³²±Ø¿¡ ÀÇÇØ¼­¸¸, ±×¸®°í įÂ÷Ä« ¹Ýµµ¸¦ ÃʰúÀÔ´Ï´Ù.

True to its desert image, Baja California is one of the hottest and driest regions of the North American continent. »ç½ÇÀº »ç¸·ÀÇ À̹ÌÁö·Î, ¹ÙÇÏ Ä¶¸®Æ÷´Ï¾Æ ÇϳªÀÇ °ÇÁ¶ÇÑ Áö¿ª°ú ºÏ¹Ì ´ë·úÀÇ ¶ß°Å¿î. The relatively cool waters of the California current keep air temperatures along Baja's coastal areas comfortable most of the year, but temperatures soar along the western coast of the Sea of Cortez during the summer. When last tallied, about 3,000 species, subspecies, and varieties of native and introduced (non-native) vascular plants (the "higher" plants, having vessels or ducts carrying sap) have been recorded in Baja. ¸¶Áö¸·À¸·Î, ¾à 3000 Á¾, subspecies, ±×¸®°í ¿øÁֹΰú (ºñ - ³×ÀÌÆ¼ºê) Ç÷°ü ½Ä¹° ¼Ò°³ ( "³ôÀº Á¾·ùÀÇ"½Ä¹°, ¼ö¾× ¿î¹ÝÇÏ´Â µ¥ ¼±¹Ú ¶Ç´Â ´öÆ®) ¹ÙÇÏ¿¡ ±â·ÏµÇ¾ú½À´Ï´Ù Áý°èµÆ´Ù.

Plants in the Cape region are closely related to those of the nearest areas on the mainland, with complex communities of cacti, yuccas, and various shrubs and trees such as palo blanco and palo verde at lower elevations. ÄÉÀÌÇÁ Áö¿ªÀÇ ½Ä¹°µéÀ» ¸é¹ÐÈ÷ À°Áö¿¡¼­ °¡Àå °¡±î¿î Áö¿ªÀÇ, ¼±ÀÎÀå, yuccasÀÇ º¹ÀâÇÑ »çȸ¿Í °ü·ÃµÈ °¢Á¾ °ü¸ñ°ú ³ª¹« µî ³·Àº ÇØ¹ß¿¡¼­ ÆÈ·Î ºí¶ûÄÚ¿Í ÆÈ·Î º£¸£µ¥. Between these northern and southern areas, many familiar desert plants are found, including ocotillo, ironwood, creosote bush, mesquite, agave, and various cacti, including the infamous jumping cholla. The southerly sweep of the California Current insures that snorkelers and fishermen find it difficult to differentiate the flora and fauna of the Pacific waters off northwestern Baja from those of Southern California, and such fauna as ling cod, abalone, and sea urchins are common. ÇöÀç ͏®Æ÷´Ï¾ÆÀÇ ³²ÂÊ Ã»¼Ò snorkelers¿Í ¾îºÎ°¡ ¾î·Á¿î ½Ä¹°°ú ±× ºÏ¼­ºÎ ¹ÙÇÏ¿¡¼­ ³²ºÎ ͏®Æ÷´Ï¾ÆÀÇ ÅÂÆò¾ç ÇØ¿ªÀÇ µ¿¹°»óÀ» Â÷º°È­ÇÏ´Â µ¥, ±×¸®°í, Àüº¹, ¼º°Ô µî ´ë±¸ °øÅëÁ¡ÀÌÀÖ´Ù ¾ó¸µ µ¿¹°»óÀ» ãÀ» º¸Çè. By Punta Abreojos, the underwater environment becomes distinctly tropical, although some cool-water life like abalone can be found all the way to the Cape. ǬŸ AbreojosÇÔÀ¸·Î½á, ¼öÁß È¯°æÀ» º°°³·Î, ¿­´ë Àüº¹µÇ°í ÀÖÁö¸¸ ÄÉÀÌÇÁ Ÿ¿î¿¡ÀÖ´Â ¸ðµç ¹æ¹ýÀ» ãÀ» ¼öÀÖ½À´Ï´Ùó·³ ¸ÚÁø - ¹°Àº »ý¸í.

Occasionally El Niño, a warm current formed in the Pacific, provides a few surprises: in the Summer of 1993, several Cortez angelfish, normally a tropical species whose presence in Baja waters is confined largely to the Cape region, were seen in the San Diego area. °¡²û ¿¤´Ï´¢´Â ÇöÀç ÅÂÆò¾ç¿¡¼­ Çü¼º µû¶æÇϰí, ¸î ³î¶ó¿òÀ» Á¦°ø : 1993 ³â ¿©¸§¿¡, ¿©·¯ ÄÚ¸£Å×Áî angelfish, ÀϹÝÀûÀ¸·Î ¿­´ë ÇØ¿ª¿¡¼­ ¼öÁ¾ ¹ÙÇÏÀÇ Á¸Àç°¨ÀÌ Å©°Ô ÄÉÀÌÇÁ Áö¿ª, »÷µð¿¡°í¿¡¼­ º»Çß´Ù ±¹Çѵ˴ϴ٠Áö¿ª. Mako sharks, skipjack, dolphin fish, and broadbill swordfish were hooked in the Bay Area, and a marlin was caught in Oregon. ¸¶ÄÚ »ó¾î, ¶Ù¾î¿À¸£´Â ¹°°í±â, µ¹°í·¡ °í±â, ±×¸®°í Ȳ»õ broadbill º£ÀÌ Áö¿ª¿¡¼­, ±×¸®°í ¸Å¿© ÀÖ´ø ¸Ö¸° ¹Ì±¹ ¿À¸®°ÇÁÖ¿¡ Àû¹ßµÆ´Ù.

The diversity of fish in the Cortez Sea is extreme due to its great variations in water temperature and depth, and great range of bottom topography, from great shallows with flat, silky bottoms to vertical rock walls. Å« ¿©¿ï¿¡¼­ ¹Ù´Ú ÁöÇüÀÇ ÄÚ¸£Å×Áî ¹Ù´Ù¿¡ ¹°°í±âÀÇ ´Ù¾ç¼º°ú ±íÀÌ¿¡¼­ ¹°ÀÇ ¿Âµµ°¡ °¡Àå Å« º¯È­·Î ÀÎÇØ, ±Ø´ÜÀûÀ̰í Å« ¹üÀ§, Æò¸é, ¼öÁ÷ ¾Ïº®À» ºÎµå·¯¿î ¾Æ·¡¸¸.

Although some Baja residents claim there is a tunnel under the peninsula connecting the Sea of Cortez and the Pacific, a more likely reason for the presence of these species in the northern Sea of Cortez is that their ancestors arrived during a period when Sea of Cortez waters were cooler than today.
